Who are your clients?
Our primary clients are local government councils across Australia. We assist them in managing waste infrastructure, optimising recycling systems, and meeting regulatory and environmental standards. We have also assisted councils with pricing and investment decision making.
What is your approach to waste procurement?
We guide councils through the entire waste procurement process, ensuring transparency, cost-efficiency, and compliance with environmental regulations. Our focus is on securing long-term, sustainable waste management solutions. We take a full lifecycle approach to help councils assess the impact of procurement decisions on ratepayers and assess potential risks and liabilities of long term procurement contracts. We also balance the operating and capital costs, to help councils identify whether up-front investment leads to a reduction in lifecycle costs.
How do you assess material recovery facilities (MRFs)?
Our team conducts comprehensive evaluations of MRF operations, including performance analysis, operational efficiency, and financial viability. We ensure these facilities maximise resource recovery and minimise environmental impact. We build financial models of MRFs based on material balances and flows, processing streams and a realistic perspective on MRF offtakes which affect revenue realisation and landfill cost avoidance or deferral.

UTL Utilities has extensive experience appraising and planning landfill rehabilitation projects. We work to ensure that rehabilitated sites meet environmental regulations, are financially sustainable, and minimise long-term liability for local governments. We actively look for solutions to maintain flexibility in rehabilitation options and timing when that makes financial sense, as well as maximising values in future, alternate use of sites.

We assist with monitoring, reporting, and adapting strategies to meet evolving regulatory and operational needs. With select clients we offer ongoing implementation support under monthly fixed fee arrangements.
